Abstract

The IST-1-502512-STP (Study, Evaluate, and Explore in the Domain of the Single Electronic European Market) SEEMseed project contributes to the formulation and implementation of Community policies, by providing scientific input to those targeted on needs (“demand-driven”). The aim of the study presented is to identify the actions and policies to be taken to pave the way for the development of the Single European Electronic Market, contributing to the formulation of Community policies based upon industries and societies requirements within the scope of SEEM. The study addressed policy-related issues in the domains of research, society and industry both at national and regional level seeking feedback from the relevant impacted parties. To identify issues, research domains and continue the discussion with the Expert base on the SEEM there was made the decision to use the Delphi methodology, a systematic and iterative technique used in technology forecasting. After present the principal achievements, the paper concludes analysing the foreseen impact of the results obtained by this study in the European strategy concerning the EU support of the Single European Information Space concept.
